Revitalizing a Historic Space, Bringing a Bold New Concept to the Bass Building

Blue Commercial Properties has transformed a former bike shop inside the historic Bass Building into a vibrant new home for Tipsy Scoop, Florida’s first boozy ice cream barlour. Through full construction and management services, our team helped bring this innovative tenant concept to life as part of the building’s ongoing redevelopment.

When Blue Commercial Properties looks at an underutilized space, we see possibility. The Bass Building in downtown Pensacola has long been a landmark, a recognizable piece of the city’s history that deserved renewed life and new energy. Our team has been steadily transforming the property, and one of the most exciting components of this redevelopment is the full renovation of a former bike shop to make way for a tenant unlike anything Pensacola has experienced before.

That tenant is Tipsy Scoop, an alcohol infused ice cream concept blending craft cocktails with small batch ice cream in a way that is inventive, fun, and entirely new to our market. Bringing a concept like this to life requires more than simply turning over a key. It requires vision, coordination, and a full service approach that supports the tenant’s success while honoring the historic nature of the Bass Building.

Blue Commercial Properties provided end to end construction and management services for the project. Our construction team reimagined the former bike shop from the inside out, reshaping the layout, upgrading mechanical and electrical systems, and designing a buildout that met both the strict standards for a food service operation and the creative design direction of the Tipsy Scoop brand. Every detail was approached with care, from finishes and fixtures to workflow and customer experience, ensuring the space feels modern and vibrant while maintaining the character of the historic structure.

Our property management division worked alongside the tenant throughout the process, helping navigate permitting, coordinating with vendors, and supporting operational needs that extend well beyond construction. This integrated partnership is the heart of our approach at Blue Commercial Properties. We are not simply landlords, we are long term partners dedicated to helping businesses thrive in the spaces we steward.

The addition of Tipsy Scoop is a key part of the Bass Building’s ongoing revitalization. It introduces a fresh, high energy concept that will draw foot traffic, support downtown vibrancy, and continue restoring the building as a destination for locals and visitors. As redevelopment continues across the property, we are proud to see entrepreneurial ideas take root in a building with so much history.

Pensacola deserves thoughtful development that honors its past while embracing its future. This project is one more example of how Blue Commercial Properties brings that philosophy to life through creative partnerships, integrated services, and a commitment to elevating every property we touch.
